I am interested in this forum skin but does it come in fluid? or does it just come fixed with navigation on side?

It is only fixed. It can be altered via the Customize service, but it might take some time due to severe backlog. :D

Ok and what if I were to customize it. If I purchase it I would have the rights to change it to liquid correct?

If in doubt, check out the ToS, but, yes, you can make any changes at all you wish.
